孫文在日本橫濱設立"僑海聯義會"

1913年秋冬, 孫文在日本橫濱設立"僑海聯義會", 會員為日本郵船地洋九上工作的海員, 包括趙植芝、陳炳生等人, 他們原是海員華僑, 並擔任上革命運輸工作。翌年趙植芝等人在香成立"聯莪社", 責內地革命機關與海外聯工作, 並吸收海員加入中華革命黨。

20多間海員宿舍聯合發起組織成立海員工會

香港慶樂山房、談鴻別墅、和義閣、群樂山房等20多間海員宿舍,聯合發起組織成立海員工會,並推舉國民黨員陳炳生、鄺達生、林偉民、翟漢奇、陳一擎、馮永垣、羅貴生等七人為籌備委員。當時在廣州重組國民黨執政的護法軍政府的孫文,在收到報告後即派遣聯義社成員往香港協助籌組工會,並為它取名為“中華海員工業聯合總會”。

中華海員工業聯合總會(海總)成立於香港。最高權力機關為「幹事會議」,選舉委員,包括七位常務委員:陳炳生(主席)、蔡文修(副主席)、翟漢奇(司理)、羅貴生(司庫)、林偉民(交際)、鄺達生(交際)及馮永垣(調查)。主要任務為華人海員爭取更高工資及反對「包工制」。

海總第一次給各輪船公司發信,要求海員加薪。信中指,香港物價上漲,海員薪金未作調整。信中列出海員家庭柴米油鹽、衣食住行的費用,每月開支起碼30元,但海員平均收入22元。希望加薪由11月1日起計算。

香港海員工會自1913年參與孫中山革命起步,歷經1921年正式建會與港英政府的三度查封,期間以「餘閒樂社」等掩護形式堅持抗日救亡,最終於1946年戰後正式復會。

About the Organization

The developmental trajectory of the Hong Kong Seamen's Union is closely intertwined with the destiny of the nation and the rejuvenation of the Chinese nation. During the early period of labour movement enlightenment and struggle (1922–1925)**, leaders such as Lin Weimin and Su Zhaozheng led the seamen to play a pivotal role in the world-shocking Hong Kong Seamen's Strike and the Canton-Hong Kong Strike. Entering the period of the War of Resistance against Japanese Aggression and World War II (1938–1945)**, the union actively engaged in national rescue efforts. Not only did they escort Dr. Norman Bethune's medical team northward and participate in the "Great Secret Rescue" to help stranded democratic figures escape from Hong Kong, but tens of thousands of ocean-going seamen also risked their lives under enemy fire to maintain maritime supply lines for the Allied forces, making tremendous contributions to the global anti-fascist war.

In the early days of the founding of New China and the blockade-breaking stage (1949–1970s), the seamen stepped forward once again, secretly escorting over 200 stranded democratic figures north by sea to attend the First Plenary Session of the Chinese People's Political Consultative Conference (CPPCC) to discuss the establishment of the state. For more than two decades after the founding of the People's Republic of China, tens of thousands of seamen braved the oceans to transport urgently needed import and export goods, breaking the Western economic blockade against China. Furthermore, during the Vietnam War, they answered the nation's call, defying dangers to undertake the perilous transportation missions of aiding Vietnam and resisting US aggression.

While actively participating in these grand historical processes, the union has always remained dedicated to defending labour rights and improving workers' livelihoods. Externally, the union resolutely opposed the exploitation of the contract labour system, took the lead in fighting for reasonable wages, and strongly intervened in unjust overseas imprisonments and anti-Chinese violent incidents to protect and rescue compatriots. Internally, it established canteens, medical subsidies, and schools for workers' children to resolve basic living and educational difficulties at the grassroots level, while also coordinating professional maritime training to ensure seamen met international standards and secured employment. **After Hong Kong's return to the motherland**, the union fully transformed into a solid cornerstone maintaining the prosperity and stability of the Special Administrative Region (SAR). It fully supports the SAR government in law-based governance, actively promotes the development of the maritime industry, and continues to safeguard the rights of seamen and support the overall national development strategy under the framework of "One Country, Two Systems."
