香港愛國工會在抗日中積累力量

二十年代,海員大罷工和省港大罷工,把維護工人權益和反對民族壓迫結合在一起;三十年代,反對日本帝國主義的侵略,抗日救亡成為了香港工運的一股主流。香港工人獻金救國、獻車勞軍。海員拒運日貨,印刷工人罷工抗議汪精衛叛國投敵,多間工會辦救傷隊,不少工會工作者直接回國參加抗日游擊隊或東江縱隊,保家衛國。張東荃、麥耀全和潘江偉等都是東江縱隊的成員,戰後為工會和工聯會的負責人。抗日戰爭鍛煉和造就了一大批堅強的工會工作者,令戰後愛國工會的復會建會迅速發展並催生了工聯會。

1946年,工資雖比戰前上升了四倍,但物價卻上漲了七倍。工人的工資難以為生,1946和1947的工潮特別頻繁。

三大船塢(海軍、太古、九龍)工人於1946年爭取到香港百年來前所未有的八小時工作制;印刷工人亦取得全行業八小時工作制的成果;港燈於1946年7月5日成功簽訂了第一個勞資協議;1947年四電一煤(電燈、電話、電車、中電和煤氣)、港九兩巴等各業工人分別取得改善待遇的勝利,推動了香港工人運動的發展

勞校的成立與發展

為解決工人子弟嚴重失學的問題,21間工會負責人於聖約翰教堂召開港九勞工子弟教育促進會(勞教會)籌建會,商議籌建勞校事宜——勞教會於9月1日正式籌建完成。 1946年9月第一間「灣仔勞工子弟學校」誕生,有兩位教師,八十三名學生。到1948年達到12間。1949年5月,港英政府企圖解散勞校,工人、家長、教師和學生展開了聲勢浩大的護校運動,五間規模較大的勞校得以保留。

工聯會的成立

1948年初,22間工會發起組織工會聯合會。4月13日在摩托車研究總工會會所舉行第一次會員工會代表大會,定名為「港九工會聯合會」(簡稱工聯會),4月17日在灣仔六國飯店舉行工聯會成立大會。大會通過工聯會章程及確定「愛國、團結、權益、福利」的工作方針和任務。

About the Organization

The Hong Kong Federation of Trade Unions (FTU) was established in 1948 as a joint organization of trade unions. There are currently 200 affiliated unions and 53 sponsoring unions, with a total of 253 trade unions covering a wide range of industries, mainly divided into automobile and railway transportation, seafarer and seaport transportation, aviation industry, government agencies, public utilities, civil and professional, commercial services, tourism, hotel, catering and retail, service industry, manufacturing and textile industry, shipbuilding machinery and electrical industry, construction industry, etc. The number of affiliated trade unions exceeds 436,000, making it currently the largest labor group in Hong Kong.

Over the years, the Federation of Trade Unions has been implementing the policy of "patriotism, unity, rights, welfare and participation", actively safeguarding labor rights and promoting the improvement of people's livelihood; extensively participating in political and social affairs; striving to speak out for the public both inside and outside the establishment; and adhering to the principle of "supporting cooperation, criticizing and supervising", supporting the SAR government in administering its affairs in accordance with the law and promoting Hong Kong's stability and prosperity.

The Federation of Trade Unions has always been at the forefront of rights protection and insists on "supporting workers, working for the grassroots, and fighting for justice." In addition to successfully campaigning for legislation to enact a minimum wage and improve the treatment of grassroots employees, the Federation of Trade Unions will continue to fight for issues of concern to working women in the future, improve labor laws, and promote employment. The Federation of Trade Unions has a labor service center to answer labor questions and assist in handling labor issues.

The Federation of Trade Unions also pays great attention to employees' working life and keeps pace with the times by opening vocational training centers, further education centers, traditional Chinese medicine, Western medicine, dental, specialist and other medical clinics, tourism and recreation and other diversified services. In addition, the Federation of Trade Unions has also established a Greater Bay Area Service Agency and opened mainland consultation service centers in cities such as Guangzhou, Shenzhen, Dongguan, Huizhou, Zhongshan and Xiamen to provide free legal consultation and other support services to Hong Kong people who live, work, travel or study in the mainland, expanding the service level.

The Federation of Trade Unions actively participates in society and promotes the government to take care of the needs of grassroots citizens and build a harmonious society; it also develops regional affairs and sets up regional service offices and liaison offices in the 18 districts of Hong Kong to care for and serve members and citizens. The Federation of Trade Unions currently has 1 unofficial member of the Executive Council, 7 Legislative Council members, 44 district councilors, and 1 representative on the Labor Advisory Committee, reflecting the grassroots voice of labor in parliaments at all levels.

The FTU also demonstrates community care by establishing the "FTU Disaster Relief Charity Fund" to provide care and assistance for major disasters in Hong Kong or the Mainland.
